REGIONAL: Woman Arrested in Bizarre Indecent Exposure Incident on I-5 in Linn County

A 24-year-old woman was arrested in connection with a bizarre indecent exposure incident along I-5 in Linn County on Saturday, Jan. 4.

Two women were traveling north on I-5 at about 4:35 p.m. Saturday when their vehicle ran out of fuel near the Corvallis exit (milepost 228). The women were on the phone attempting to make arrangements to have gasoline delivered to them, when they were interrupted by a barefoot female subject approaching their vehicle.

The women immediately locked their doors and rolled up the windows. The subject, however, dropped her pants and exposed herself to the women, then fled on foot across the freeway to the southbound lanes. She then returned to the disabled vehicle, and got on top of the hood and jumped up and down while the women were calling 9-1-1 to report the previous incident.

The subject, Victoria Dawn Lohmann, 24, jumped on the windshield, causing it to cave in, then fled again on foot towards the southbound lanes.

An Oregon State Police trooper approached the vehicle to render assistance, unaware of the incident. The women in the vehicle told the trooper about the incident, and Lohmann was quickly located and taken into custody with no further incident. Medical personnel treated Lohmann for minor cuts to her feet, hands and face she sustained while jumping on the vehicle.

Lohmann is currently held in Linn County Jail on charges of criminal mischief, disorderly conduct and two counts of reckless endangering. Troopers also found a suspected controlled substance on Lohmann’s person, which has been submitted for analysis.

DeAnthony Thomas Declares For NFL Draft

Oregon Ducks running back DeAnthony Thomas has officially announced his intentions to pass up his senior season to enter the 2014 NFL Draft. Thomas announced his intentions in a prepared statement Sunday evening.

“I am officially withdrawing from the University of Oregon to pursue a professional career in the NFL…I want to express my deepest appreciation and thanks to the University and all of my teammates, coaches and fans. I look forward to staying connected to the University and visiting the sidelines as often as possible.” said Thomas.

“De’Anthony has been a spectacular talent in college football and has been a part of some of the most memorable plays in the history of the University of Oregon,” said Oregon head coach Mark Helfrich. “We wish him success going forward with his career.”

During his three year career while at Oregon, Thomas was a significant contributor for the Ducks in multiple aspects. He amassed 1,890 rushing yards and 26 rushing TDs along with 1,296 receiving yards and 15 receiving TDs. Thomas also set school records for kick return yardage (1,885) and average (17.1).

Thomas will be most known for his big plays while at Oregon in crucial games. Some of those plays include a kickoff return his freshman year versus USC, a 91 yard run for a touchdown versus Wisconsin in the 2012 Rose Bowl, and an opening kickoff return for a touchdown versus Kansas State in the 2013 Fiesta Bowl.

News of Thomas declaring for the NFL Draft comes on the heels of his attendance at yesterday’s playoff game between the New Orleans Saints and Philadelphia Eagles. Chip Kelly, former head coach of Oregon during Thomas’s first two years at Oregon, is the current head coach of Philadelphia.

This is the first blow for Oregon on the offensive side of the ball with regards to early declarations. Quarterback Marcus Mariota and center Hroniss Grasu have already announced they will be returning next season and starting cornerback Terrance Mitchell has announced this past week he will be entering the 2014 draft.

The remaining Oregon Duck who has yet to announce his future is Oregon’s other starting cornerback Ifo Ekpre-Olomu who most draft experts predict would go in the first round of this year’s draft he declares.

Returning running backs Byron Marshall and Thomas Tyner will step up and fill Thomas’s role next season along with Oregon commit Royce Freeman who ran for three touchdowns in Saturday’s US Army All-American Bowl.

Springfield Bridge Traffic to be Restricted This Week

Beginning Tuesday, Jan. 7, and continuing through Thursday, Jan. 9, crews from the Oregon Department of Transportation (ODOT) will be reducing the westbound lanes of the bridge between downtown Springfield and Glenwood to one lane between 8:30 a.m. and 3:30 p.m.

The lane closure will allow ODOT to replace and heat-straighten steel supports that were damaged during a high-speed crash which occurred on Nov. 14, 2013.

Ifo Ekpre Olomu Returning For Senior Season At Oregon

Oregon starting cornerback Ifo Ekpre Olomu has announced Monday morning that he will be returning for the 2014 season and not enter the 2014 NFL Draft. This news was first reported by the University of Oregon athletic department.

Ekpre-Olomu is regarded by most draft experts to be a 1st round talent if he were to have entered this year’s draft.

Ekpre-Olomu will be the only returning starter from an elite Oregon secondary this past season with safeties Brian Jackson and Avery Patterson graduating, and cornerback Terrance Mitchell previously announcing to enter this year’s draft.

Incoming cornerback recruit for Oregon Arrion Springs, anticipating an opportunity to see substantial minutes next season will the loss of Mitchell, Jackson, and Patterson, has announced his excitement to potentially play alongside Ekpre-Olomu next year.

 

Following Ekpre-Olomu’s announcement today and DeAnthony Thomas’s announcement to enter the 2014 NFL Draft yesterday, the last remaining role at Oregon that is up in the air is that of offensive coordinator Scott Frost, who has the potential to be offered a head coaching job at a school with an opening at that position such as Boise State or his alma mater Nebraska if the Cornhuskers decide to relieve current head coach Bo Pelini of his job. Pelini has been reported to be on the hot seat at Nebraska before their win over Georgia in the Gator Bowl.

UO Faculty Teaming Up to Create 3-D Printout of Rare Fossil

EUGENE, Ore. — (Jan. 6, 2014) — University of Oregon paleontologist Edward Davis and librarian Dean Walton are creating a three-dimensional printout of a rare saber-toothed salmon fossil using a special printer housed at the Science Library.

Using a CT scan of the fossil as a digital model, the printer is generating a 3-D replica by melting layers of plastic and stacking them atop one another until the object is formed. After 70 hours of printing, the first piece of the printout — part of the lower jaw — was completed on Dec. 20. Three additional pieces will print in the coming weeks.

The fossil specimen includes the braincase, face and jaw of a 6- to 7-foot-long fish that inhabited Pacific Northwest waters about 5 million years ago. The specimen, uncovered in 1964 near Madras, Ore., is housed among the paleontological collections at the UO Museum of Natural and Cultural History (MNCH).

“After each piece has printed, we’ll glue the pieces together, and then use them to form a cast so that additional replicas can be made,” Davis said. “We couldn’t pull a cast from the actual fossil specimen because it’s so fragile, but now we have a way to do that — and to increase access to this striking animal by researchers, students and the public.”

The Science Library acquired the MakerBot-manufactured printer in November 2013, after Walton had learned about 3-D-printing technology and consulted with Kiersten Muenchinger, director of the UO Product Design program, about the benefits of housing a printer in the library. “We both thought it would be great to make this technology available to students and researchers on campus,“ Walton said.

Soon after, Science Library Head Margaret Bean convened a team of staff members from the UO Libraries and the College of Art and Sciences to gather information and develop a proposal for acquiring a new printer.

“The great thing here is that the library is common ground on campus, so the MakerBot is a resource that all UO community members can use,” Walton said.

The saber-toothed salmon will play a starring role in the MNCH’s upcoming natural history exhibit, “Explore Oregon!” The cast formed from the completed printout will allow the fabrication of a realistic model that visitors to the museum will be able to examine and touch.

U.S. Senate Candidate Profile: Jo Rae Perkins

Over the next several months, Lane Today will be interviewing candidates running for various offices in the May 20, 2014 primary. Offices up for election of local interest in 2014 include U.S Senate, U.S. Congress 4th District, Governor of Oregon, three Lane County Commissioner positions (West Lane, Springfield and East Lane), all of the Oregon State Representative seats and Oregon State Senate seats in the 4th, 6th and 7th Districts. In this installment, Lane Today profiles Jo Rae Perkins, who is running for the Republican nomination for the U.S. Senate.

Jo Rae Perkins, a 57-year-old Republican, has never held political office before. But that does not stop the recent Oregon State University political science graduate from believing she has what it takes to unseat U.S. Senator Jeff Merkley in 2014.

“I’m going to win…I will win,” Perkins said when asked what she feels her chances are of representing Oregon in the U.S. Senate. She said money is coming into her campaign coffers. Despite Merkley having over 1.8 million dollars in his campaign war chest, Perkins said “Merkley has been at this a lot longer than I have. But when he started, he started with zero dollars. It had to start with something.”

Perkins said she is running for Senate because she has watched the freedoms and rights of the American people erode. She added the Founding Fathers were concerned about an expanding government, and feels states should have more control of the laws within their states than the federal government does.

On the issue of abortion, Perkins said she is 100 percent pro-life. She asked, “Why would we punish the child? We should strongly encourage counseling and adoption instead of abortion.” Perkins said in the event of the mother’s health being compromised by pregnancy, that the mother and father of the child should make that decision if the mother’s life is truly at risk.

Perkins is much more succinct on the Second Amendment of the U.S. Constitution. When asked her thoughts on gun control, she replied by asking, “How many would you like to own?”

Same-sex marriage is one topic that has been receiving a lot of attention, especially in courts around the country. Perkins said that while she believes marriage is a faith-based act between a man and a woman, that the issue of gay marriage is a state’s rights issue.

“What somebody chooses to do in their private life is their private life,” Perkins said.

Concerning the extension of unemployment benefits, Perkins said history and research are against it. She said the unemployed are more likely stay on a welfare system when there are incentives to put-off obtaining a new job. Perkins encourages people to go out and get any job and then do it the best they can. This will help them move on to the job they want, she said.

Perkins sums up her biggest issue with government as one thing—the oath of office. Lawmakers swear to uphold and defend the Constitution and she would like to see more following through. Perkins, who carries a copy of the Constitution in her purse, believes Congress should focus doing items specifically outlined in the Constitution and leave other issues alone.

Perkins cited a three-part promise she intends to keep should be elected to represent Oregon in the U.S. Senate. The three parts are:

  1. “I will read every bill before I vote on it.”
  2. “Bills have to be free of pork spending and unrelated projects.”
  3. “The bill cannot violate my social and fiscal conservative values.”

Perkins believes legislators should not be able to vote on a bill if they do not know what is in it. If the bill presented is lengthy, she said she would split the work of reading it with her staff members, who will assist her in making sure the bill is congruent with the U.S. Constitution. She also said anything added to a bill should not be considered. If an item needs to be added to a bill, it is not strong enough to be considered on its own merits, Perkins said.

In response to what she believes needs be fixed in federal government, Perkins said the IRS needs to be gotten rid of, and that the government needs to rein in spending, which she said is way out of control. She said too many federal agencies overlap and perform some of the same or similar functions. Perkins also stated the main role of the federal government is to levy tax as needed and protect our country, instead of providing programs for everybody.

Perkins’ political experience is relatively brief compared to most who seek the election to the U.S. Senate. Although she has never held political office, she was the vice chair of the Linn County Republican Central Committee from November 2008 to January 2009. She was elected to committee chair in 2010, a position she held until November 2012. However, she told Lane Today she knew in 2009 that she would run for U.S. Senate.

While acknowledging candidates do not control the activities of Super PACs (political action committees), Perkins said, “If I could wave a magic wand, I would say the amount of money spent [on political campaigns] is outrageous. I would limit the amount of money that can be contributed to each candidate, each election.” She understands the high likelihood that Super PACs will campaign on her behalf, but also understands the system has become jaded on both sides. Perkins said she thinks Super PACs should not exist.

Perkins is excited with how her campaign is going and takes advantage of every opportunity that comes her way. She said it’s been a great way to see people and Oregon. Perkins said running the campaign is a new experience for her and her staff, but that’s okay because it allows them to be creative.

“Nobody is in a box, which is good because I think outside the box anyway,” Perkins said.

REGIONAL: Four Separate Truck Accidents Keep Klamath County First Responders Busy

In regional news, Lane Today brings you some news briefs from locations around the Pacific Northwest. Today, all of the stories are from Klamath County, and exemplify how dangerous truck driving can be, especially in winter driving conditions.

Klamath Falls: At about 6:45 a.m. Wednesday morning, Oregon State Police (OSP) responded to a report of an accident on Highway 140E east of Klamath Falls involving an International truck and a Chevrolet S-10 pickup.

Steve M. Lanza, 51, of Cottonwood, Calif. was driving the International truck towing two empty flatbed trailers eastbound on the highway when he lost control. The truck and trailers slid across the highway, and a 1994 Chevrolet S-10 pickup operated by Thomas W. Gardner, 68, from Dairy, Ore. crashed into the side of the truck and ended up underneath one of the trailers.

Lanza was not injured, but Gardner had to be extricated from the pickup by firefighters from Klamath Fire District #1. Gardner was transported to Sky Lakes Medical Center for treatment of serious injuries. Both drivers were using safety restraints.

Crescent Lake: Two separate accidents involving semis occurred at the same location on Highway 58 near Crescent Lake Tuesday night, with ice being a factor in both.

Shortly after 8:30 p.m. Jan. 7, 2013, Maylin Frickey, 64, of Klamath Falls, was traveling eastbound on the highway near milepost 77 when he lost control on a downhill curve. The truck and trailer careened across the westbound lanes and onto the shoulder of the highway into several trees, a fog marker and a traffic sign. The truck then came back onto the highway and jack-knifed.

Not long after that accident, Fidel Hernandez, 54, of Roseville, Calif., was operating a truck westbound, and drove towards the first crash scene. Hernandez braked the truck, losing control, and came to rest in the westbound ditch partially blocking the westbound lane. His truck and trailer also jack-knifed.

Neither of the drivers were injured, nor was Frickey’s 68-year-old female passenger.

Gilchrist: In another Klamath County truck accident, two people were injured in the early hours of Wednesday when a 2012 Peterbilt truck lost control on Highway 97 three miles north of Gilchrist.

At about 4:24 a.m., Shelly L. Young, 59, of Marysville, Calif. was traveling northbound on Highway 97 when the truck lost traction and lost control, traveling across the highway, overturning and coming to rest on the west shoulder of the highway.

Young, and her co-driver/passenger, Susan G. Walker, 50, of Sacramento, were injured and trapped inside the truck. Personnel from Crescent Rural Fire Protection District came to the scene and extricated the pair, and transported them to St. Charles Medical Center in Bend for treatment of injuries.

The following is the the full text of the 2013 Eugene State of the City Address as given by mayor Kitty Piercy on January 8, 2014.

Our City

Good evening everyone, and welcome. I am honored to host you here in our beautiful Hult Center, an invaluable community asset and the cornerstone for arts and culture in our downtown.

Tonight is the beginning of my 10th year as Mayor of Eugene. We’ve learned a lot, experienced a lot, and accomplished much together.

I am proud of this city. We face the issues of the day squarely and do our best with them for all the right reasons. In many areas we are national leaders.

We’re a very engaged, caring community, with many strong and heartfelt opinions. We’re always working on something and we always have a lot of talent to invest and to draw on.

I’ve learned that no task is too large or too small for us. If one solution doesn’t work, we try again, and find the answer. I’ve learned that fear of failure does not keep us from trying; criticism does not dissuade us from doing what we think is right, and no election or political pressure deters us from doing what we need to do. Whatever is happening at the federal or state level, we do our work here together.

Everyone in this community has something to offer and our council meetings are a place where all voices can be heard – where we learn from each other. Through the years, this opportunity has grown even more powerful. In the nine years I’ve been Mayor, we’ve never removed anyone from the public forum of a Eugene Council meeting and we’ve dealt with a lot of controversial and emotionally charged issues.

Of course, Eugene isn’t perfect and we are often critical of ourselves. We can never do enough. If the United States cannot implement the Human Rights standards on a national level, we will do our utmost to implement them here. If the federal government won’t act on climate change, we will act here. If our national government is in fiscal disarray, we will shore up what we can here, and plan for the future, so our families can be healthy. We will do our best to be stewards of the nation’s resources: people, planet, and economy- in keeping with our shared values.

We learn from the past, deal with the present and focus on the future.

 

Downtown

An example of learning from the past, dealing with the present and focusing on the future is downtown Eugene. As Parks McCants of examiner.com wrote on December 30, “Despite a prevailing atmosphere of local pessimism bordering on resistance, Eugene’s Broadway corridor has morphed into the place to be for local entertainment.” “Eugene’s top story for 2013 is the redevelopment of the city’s inner core. The rebirth of downtown has created hundreds of jobs and preserved hundreds more while adding quality of life to the region. And, it will generate sales and service tax revenue for decades to come.”

Today you will find new apartments, a learning center, offices, retail stores, restaurants, cafes, bars, galleries, a teahouse, theatres and people of all kinds enjoying a reenergized downtown, and that’s good news.

 

Our local economy

During the recession, the City of Eugene focused on the biggest need we have as a community: building a stronger economy to support our families. This year we met with some significant successes.

The communities and universities in the South Willamette Valley, led by Corvallis and Eugene and with seed funding from the State of Oregon, banded together to create a vision and plan for a system that addresses the specific economic development needs of our region. This plan is called the Regional Accelerator & Innovation Network, or RAIN.

RAIN brings together business, community members, government and higher education to accelerate the formation and growth of technology-based companies to help communities provide jobs and stem the out-migration of talented young people.

As Senator Beyer has said, we believe this is the next big thing for Oregon and we’re excited to be part of it and what it can do for our families.

 

State passenger rail

Another enormous effort underway is the improvement of our state passenger rail system. Eugene is the current system’s southern terminus and I co-chair the Oregon Passenger Rail Leadership Council, which will advise the governor and Oregon Transportation Commission on a preferred alignment for intercity passenger rail improvements. This work is the foundation for making Oregon more competitive and will benefit us in achieving economic, environmental, and social goals.

We may be a modest-sized community on the Cascade Rail Corridor between here and Vancouver, British Columbia, but we can take credit for restarting the rail conversation for the state of Oregon. And it’s not the first time we’ve taken the initiative. Let’s take a moment now to remember another Eugene Mayor, Ruth Bascom, who led the last statewide discussion of passenger rail.

 

City Successes

There are many great City success stories to tell in Eugene this year. In not trying to test your stamina but to give you an inkling of what has been accomplished in your city with your tax dollars, here are a few:

  • Our fire department continues to move to full integration with Springfield, saving $1.5 million for the two cities. They’ve also used 6,400 less gallons of fuel to reduce our carbon footprint.
  • Eugene Police Department adopted a new patrol car model that will save us $20,000 in annual fuel costs. EPD opened its downtown station and, with the downtown team, improved safety. EPD became the first police agency in Oregon to train its entire police force on the topic of bias-based policing. The Women in Blue program improved our ability to recruit women to our department.
  • Our airport had a record year for passengers with six major carriers for the first time ever.
  • The Eugene Public Library was again recognized as being in the top 3% in the nation – a Star library for 2013. Patrons borrowed from our library at a rate of 19 items per capita – or twice the national average.
  • Recreation has focused on youth job-building skills in leading activities and volunteering for programs – a growing participant list of 300. Amazon pool drew over 47,000 patrons this last summer. We have our new Disc Golf Course at Alton Baker Park. The Hult Center celebrated its 30th birthday, part of the $47 million in annual impact by our arts businesses. And Karm Hagedorn recently retired from running the Hult, but not before she did the impossible, expanding the women’s restroom access. Now that’s a legacy.
  • Eugene was featured in a publication from Columbia Law School’s Human Rights Institute for our pioneering efforts to implement Human Rights standards.
  • In order to keep our neighborhoods and students safer, Eugene enacted an ordinance to hold renters and homeowners accountable for loud parties and unlawful behavior. So far, the ordinance appears to be working well.
  • Eugene enacted a ban on plastic bags to reduce the negative effect of plastic bags on our environment, and to reduce the need for and consumption of such bags. (Hats off to Trader Joes for thanking us for doing this.)
  • Our community-wide energy consumption continues to decrease, putting us well on our path to reduce usage 50% by 2020.
  • Eugene’s Love Food Not Waste program has collected 2, 541 tons of commercial food waste to turn into compost, saving businesses money and easing the burden on our landfill.
  • A new skateboard park is being built at Washington Jefferson Park, promising a safer park, good activities for youth and economic opportunity as a national draw.
  • Over the past three years, Eugene has repaired over 45 miles of improved streets – an all-time high in the history of our city and all because of you, the voters.
  • Two Eugene neighborhood groups – Harlow Neighbors and Santa Clara/River Road Outreach and Learning – did us proud when they received national recognition at the 2013 Neighborhoods USA Conference.
  • Harlow won National Neighborhood of the Year for its Feed Hope initiative that ensures children eat when schools are closed. The River Road/Santa Clara SCRROL project was a Neighborhood of the Year finalist for engaging neighbors in conversations about the future of governance and service delivery in the River Road and Santa Clara communities.

Yes, there’s a lot of good news and a fair number of challenges as well.

 

Challenges

The Budget Gap

As most of you know, Eugene has worked hard on a sustainable budget. During the recession we cut over $24 million from our budget and services, but still faced a $5 million gap. Rather than make deeper cuts, last year council referred a fee proposal to the voters. That failed, and now our Budget Committee is asking the public for input on which service cuts should occur.

There is some good budget news. A slightly better economy and PERS reforms have narrowed the budget gap from $5 million to $3. While it is still an ongoing budget deficit that can’t be solved by one-time resources, it is not a huge gap and it is my goal to ensure that no services are completely decimated in our efforts to address it.

Housing Needs

Front and center all last year was shelter for the unhoused.

We are experimenting/partnering on two new innovative pilot programs to provide some emergency shelter: Opportunity Village and the “rest stop” concept. Each of these programs depends on public oversight, donations and the sweat equity of the participants.

Best practice continues to be the rapid rehousing model. The goal of this model is to get everyone into some type of basic housing. The State of Utah has been implementing such a program and I have been in touch with the Mayor of Salt Lake City to learn more about this. I’ve also been contacted by an Oregon Senator about the possibility of introducing a bill on this topic in Oregon, which I am committed to looking at seriously.

It is far cheaper and more humane to house people than to relegate them to the streets. The problem of homelessness and need for emergency shelters costs all of us, either way.

In addition to these efforts, we have a grant to study a community court model that would provide more access to treatment and transition options for people to get well and off the streets.

 

Student Housing Boom and Multi-Unit Property Tax Exemption (MUPTE)

During the recession we saw a huge student-housing boom in the university area, when financial institutions changed course and would no longer invest in apartments, condos or single-family dwellings.

This construction activity brought focus on the city’s use of the Multi-Unit Property Tax Exemption – or MUPTE – to encourage good quality, multi-unit construction in certain areas. For example, council determined that encouraging student housing in the downtown area could benefit the reinvigoration efforts underway and reduce the student housing pressures in other neighborhoods.

Council has been working on a proposal to ensure that MUPTEs result in maximum benefit for the community and are used sparingly and in very targeted ways to achieve city goals.

With the addition of these new student housing facilities, it would be well for us to keep our eyes on opportunities to transition some of the housing formerly used for students to housing for the general public.

 

What’s Next?

The work of a city is ongoing and iterative. We hardly get to appreciate our successes and learn from our failures before we face an entire new array of challenges and opportunities.

As you see we have to fill our current budget gap and examine ways to fund the basic services that are well supported by our community. I believe most economists agree that continued cutting won’t create a healthy economy.

We aim to reduce the numbers of folks who lack jobs and homes with a wellness approach rather than a public safety response. This may well mean obtaining state and federal help to address a national problem that has come to roost in our local communities at great human and economic cost.

We have some exciting opportunities in economic development for our metro area and region that can improve our local budget outlook. This collaboration between universities, governments, businesses, and communities is an aggressive approach and powerful for our city and for Oregon. In this case, let it RAIN.

We’ll continue to support the new downtown Eugene and its safety needs as well as its opportunities. As we move forward to remake our City Hall and transform that entire block, we will do so in a way that builds on and supports downtown’s momentum and creates a place we can all take pride in.

As you heard today, in every part of the city – both government and larger community – we are working on reducing energy usage in fuel, buildings, and how we live, what we grow, how much we consume and how we travel – and we are seeing success.

These initiatives represent not only a cost savings to us but also this community’s commitment to reducing our impact on climate change and to living more sustainably so that our children and future generations may thrive.

It’s going to take resolve to stick to the visionary plans we have in place with Envision Eugene, our Climate and Energy Plan, our Bike and Ped Plan, and our Human Rights Plan. We have to stay the course. In all of these, we offer great leadership as a city.

Here’s to year number 10 as your Mayor. Thank you for the privilege; it is an amazing journey. Thank you for all each of you does to support this great community. Thank you to our staff for their efforts to make Eugene a great city, even in the toughest of times. Two Arrested in Separate Armed Disputes in Springfield

Springfield Police were busy Wednesday night, responding to two separate calls involving armed male subjects brandishing firearms towards women.

In the first incident of the night, at 4:47 p.m., Jeremy Thomas Bishop, 36, had become despondent over the break-up of his relationship with his ex-girlfriend, and pointed a shotgun at her, her father and a friend who had come over to assist her in moving out of their residence in the Driftwood Villa Condominiums in the 2700 block of Gateway St.

The three victims were able to leave the location and contact police. Officers promptly arrived and surrounded the apartment and were able to establish communication with Bishop. Bishop exited his residence and was arrested on charges of menacing-APA and two additional counts of menacing without further incident. Officers recovered a 12-gauge shotgun in the residence, and do not believe alcohol or drugs were a factor in the incident.

The second incident of the night, at 10:22 p.m., occurred when Glen Howard Foster, 57, and his girlfriend were involved in a dispute at their home in the 100 block of 62nd Pl. Foster armed himself with a rifle during the dispute, and threatened his girlfriend and police if she contacted them.

Foster’s girlfriend hid in a bedroom and was able to contact police, and was able to escape to a neighbor’s residence after hearing Foster in an different area of their home. Officers quickly surrounded the residence and called out to Foster, who surrendered to police with no further incident. Police located the rifle inside the home, and arrested the intoxicated Foster on charges of menacing-APA and unlawful use of a weapon.

Both suspects were lodged at Lane County Jail.
