State of the City – Creswell: “Very Good, with Big Decisions Ahead”

Second-year mayor of Creswell David Stram presented the State of the City address Monday night at Creswell City Hall to an audience of about 60 people, happy about the improved direction the city is going in and the progress it has made in restoring the city’s image.

The evening started with newly appointed council member Holly Campbell being sworn in by long-time municipal court judge R. Scott Palmer. Campbell is taking the place of A.J. O’Connell, who stepped down last October for a job opportunity in California.

“I’m proud of what the council accomplished in 2013″

Stram started the address stating the council is continuing to work on rebuilding the image of Creswell being a “Friendly City,” and told the audience in conversations he has had with constituents around town, the consensus is the current council is doing better in that regard.

A number of changes have occurred in 2013, and one of the most notable issues concerning the residents of the city of 5,000 is water rates. The city has commissioned a water rate study, which Stram said will be complete soon. “I pledge to you, when we get the results of the study, you will hear it when we do.” Stram also stressed a goal for 2014 is to improve the water quality of Garden Lake, so people can safely fish from the lake. The city also did not raise water rates last July, contrary to its historic pattern of raising them .5% every July.

Another significant accomplishment for this year’s council relative to the recent past is the city having completed its financial audit form 2013. Stram also introduced the Michelle Amberg, who will permanently taking over duties as the city’s administrator. Larry Patterson had been in the position on an interim basis.

Invoking the Spirit of Community

Continuing with the “Friendly City” theme and service to others in the community, Stram implored the citizens of Creswell to take care of the elderly, and make sure they are able to access groceries. The only full-service grocery store in the city, Ray’s Food Place, announced in November it would be closing its doors, and has since done so. Stram added the city has not been without a full-service grocery store in the 32 years he has resided there.

Stram invited the community to a forum in which community members will offer input for solutions to bring another grocer to Creswell, which will be held at Creswell High School on Feb. 20 at 7 p.m.

“We have an excellent city staff. Our staff cares about Creswell. Most of them live here,” said Stram of the city’s workforce. He asked everyone to express gratitude to city staff and encourage them when encountering them, or taking care of routine business such as paying the water bill.

“It will be a Big Decision”

Creswell hired a third deputy to patrol the city under its contract with Lane County Sheriff’s Office, and was able to do this through a contingency fund. The city has some tough decisions ahead in public safety, as they need to decide whether or not they will keep the third deputy, and how to continue paying for his service to the city.

Stram said the city needs to address long-tern options for public safety as well, mentioning three primary options. Those options are to continue contracting with the Lane County Sheriff’s Office, form its own law enforcement agency which would include the boundaries of the school district, and partnering with another city.

Shaping the Future of Creswell

“You’ll be asked to dip your brush and help paint the Creswell of 2054,” said Stram in reference to a long-range plan for the city. He said he was at a mayor’s conference and 40-year plans had come up, and said, “The really big decision in 2014 is……what do we want Creswell to be in 40 years?

Stram also told the audience he would like to see the municipal airport become self-sufficient.

In closing, Stram referred to the recent motion picture, “The Hobbit,” and its features of fellowship, adventure and mesmerizing surprises, saying “We in Creswell are set upon a great adventure….a fellowship must be formed because we need each other. I invite you to join me and your city council as the adventure continues.”

In other city business, Jacob Daniels was unanimously elected by his peers on the council (Nora Reynolds was not present) to serve again as council president in 2014.

Daniels told the citizens in attendance, “It’s an honor to be here with Judge Palmer, Representative [Phil] Barnhart, Mayor Stram. I am very happy to do this. We are at Ground Zero. Today is Day One. We will make sure to get that difficult business ahead of us done.

The council also unanimously approved a motion to begin the abatement process on a property on W. A Street, which has a history of accumulating rubbish and debris in the yard. Councilman Adam Pelatt presented a motion to have a city staff member talk to the homeowner, but only under the conditions of the city having consulted with its attorney, and with having a deputy escorting the staff member.

 

 

Oregon’s New Talgo 8 Series Train Sets Complete First Week of Service

As reported by Lane Today, in December, a new Amtrak Cascades schedule went into effect on Monday, January 6, 2014. The new schedule coincides with the arrival of Amtrak’s two new Talgo Series 8 13-car passenger train sets, named “Mt. Bachelor” and “Mt. Jefferson.” Both train sets were manufactured in Milwaukee, Wisconsin by Talgo America with corporate headquarters in Madrid, Spain.

Now, after a full week of operations, both Talgo 8 train sets worked seamlessly alongside five sister passenger trains in the Amtrak Cascades corridor between Eugene, Ore. and Vancouver, B.C.

A new bus and train schedule for the Amtrak Cascades corridor (pdf) is now in effect with the addition of the trains. Passengers can also see just the changes that affect the Oregon portion of the corridor (pdf).

Features of the new Amtrak Cascades schedule include replacing several bus routes with trains, adding new stops on bus routes and adding new bus service. For example, for the first time, Portland riders heading south will have an early morning train option at 6 a.m. and Eugene riders heading north will have a late afternoon train option at 4 p.m.

The new, improved Amtrak Cascades schedule is the final step in the process of acquiring and operating the new passenger train sets for Oregon. The process from purchase to delivery of Oregon’s new Talgo 8 train sets by the Oregon Department of Transportation did not happen overnight. In fact it took several years.

“This is an exciting day for everyone in Oregon¬—not just for those who love trains, but for those who appreciate having options in travel,” Oregon Department of Transportation Director Matt Garrett said at the ribbon cutting ceremony, held on July 26, 2013, in Eugene. “It took an amazing amount of teamwork to make this dream of having our own trains come true. Now, we’re taking the next big step in Oregon passenger rail travel with our own state-owned trains.”

Each train set seats 286 passengers and has features including catering facilities, a bicycle storage car, business class accommodations, at-seat passenger electrical outlets, and 4G Wi-Fi.

REGIONAL: OSP Asking for Help Identifying Owner of Injured Beagle Found Near Crawfordsville

Oregon State Police (OSP) is asking the public for help in identifying the owner of an injured beagle found near Crawfordsville along Highway 228 in Linn County.

Troopers responded to a report around 6:30 a.m. Tuesday morning on Highway 228 near Brush Creek Rd. of an injured dog in the middle of the roadway, and would not let anyone approach him.

Troopers found the beagle along the side of the highway, and it appeared to have sustained injuries either from falling out of the back of a pickup, or being clipped by a passing car, according to OSP.

A trooper escorted the dog to a veterinarian in the Albany area for treatment of minor injuries.

Anyone with information about the beagle is asked to contact OSP’s Northern Command Center at 1-800-452-7888.

Man Arrested after Crashing into School Bus on I-5; Entered Bus with Pants Off

Oregon State Police (OSP) arrested a man Tuesday afternoon in relation to an incident near Creswell during which he allegedly intentionally collided with a stopped school bus, and entered it with his pants off.

At about 1:45 p.m. Jan. 14, OSP received a report in concern to a male subject driving a vehicle which was parked in front of a school bus on the northbound shoulder of I-5 near milepost 185, north of Creswell.

The subject, Jonathan David Modesitt, 38, from Bothell, Wash., was observed by a witness who reported the subject intentionally collided the vehicle with the bus, then took his pants off and entered the bus. The bus was occupied only by its driver, an adult female.

Numerous law enforcement personnel responded to the area, and an OSP trooper saw the vehicle leaving the scene, which had two flat tires. The trooper initiated a traffic stop, and the subject eluded police for a short distance until he veered off of the roadway, through a fence and into a small body of water.

The subject exited the vehicle after it was submerged up to its windows in water at about 1:55 p.m. with no further incident. He is lodged in Lane County Jail on charges of DUII, hit and run – property damage, attempt to elude capture by vehicle, reckless driving, reckless endangering, felon in possession of a firearm, criminal mischief and disorderly conduct.

This is the second incident in less than 10 days during which a subject exposed themselves from the waist down to a motorist parked on the shoulder of I-5. On Jan. 5, a 24-year-old woman was arrested in an incident during which she jumped on the hood of a vehicle that was out of gas near Albany.

La Asociacion para el Avance de gente de Color ( NAACP) fue fundada en 1909. La rama de Eugene de NAACP fue formada y fundada por la entidad nacional en 1976. La rama de Eugene fue la tercera de su tipo en el estado de Oregon sigiendo a la de Portland en 1914 y la de Klamath Falls en 1947. Los fundadores de la rama de Eugene incluye el reverendo Michael Jackson, el nativo de Corvallis Sr. Calvin O.L. Two Storied National Civil Rights and Advocacy Organizations to March Together in Eugene Jan. 20

Eugene, Ore. – The (LULAC) commemorates its historic inauguration in the State of Oregon by Standing Together For Justice And Equality with The NAACP for first time in the state of Oregon.

The National Association for the Advancement of Colored People (NAACP) was founded in 1909. The Eugene Branch of the National Association for the Advancement of Colored People (NAACP) was founded and chartered by the national office of the Association in 1976. The Eugene Branch was the third NAACP local chapter to function in the state of Oregon following the Portland Branch (1914) and the Klamath Falls Branch (1947). The founding members of the Eugene Branch included: Rev. Michael Jackson, Corvallis native Calvin O.L. Henry, Mattie Reynolds, Larry Carter, Dr. Ed and Charmaine Coleman, and long-time Branch President Willie Polite. The NAACP is the nation’s oldest and largest civil rights organization. From the ballot box to the classroom, the NAACP continues to fight for social justice for all Americans.

The League of United Latin American Citizens (LULAC), founded in 1929, is the oldest and most widely respected Hispanic civil rights organization in the United States of America. LULAC was created at a time in our country’s history when Hispanics were denied basic civil and human rights, despite contributions to American society. Mickie Solorio Luna, LULAC’s National Vice-President for the Northwest, administered the Oath of office to the newly installed officers in Lane County. Among the leaders were Juan Carlos Valle, Dr. Emilio Hernandez Jr., Silverio A Mogart, Mrs. Lyllye Parker, Dr. Betsy Davis, Rachel Parra, Atty Angela Andersen and Elizabeth Canchola as officers of the LULAC of Lane County Council.

“March 20th, 2013 was a significant date for LULAC and our State as our council was installed by our National Vice-President. We know that it is just the beginning of a long life presence in Oregon and to seek opportunities to collaborate and to build upon the success of those before us. This January 20th, we stand proud and honored to march along side our partners from the NAACP. There is much to do, but Together, We Stand for Justice and Equality,” said Juan Carlos Valle, LULAC Council President.

Witnessing the oath of Office for LULAC of Lane County in 2013, the New President of NAACP, Mr. Eric Richardson has a firm understanding of the need for Unity and Collaboration to make a difference to all communities. Mr. Richardson states “THE OVERALL WELLBEING OF OUR COUNTRY DEPENDS ON THE WELLBEING OF IT’S MOST VULNERABLE CITIZENS. Next Man Up: Don Pellum Taking the Reins as Ducks Defensive Coordinator

Consistent with the “Next Man Up” philosophy of University of Oregon football, head coach Mark Helfrich named Don Pellum defensive coordinator of the team.

Pellum has been associated with the football program for 30 years, starting as a player and working in a multitude of capacities such as football graduate assistant, tutor of safeties and defensive linemen, and linebackers coach.

“This is a challenge I welcome with open arms,” Pellum said. “I have been fortunate to enjoy a long relationship at an institution that means a lot to me as well as the luxury to work with a lot of class coaches and athletes. I certainly have benefitted from the knowledge handed down to me from numerous head coaches and coordinators but head into this next phase of my career anxious to implement ideas of my own.”

“I am grateful to Coach Helfrich and the University of Oregon for the confidence they have bestowed upon me and am excited to add to the success this program has enjoyed.”

In recent years, Pellum, 51, has coached some of the greatest linebackers in Ducks history, including Michael Clay and Kiko Alonso, who led the Ducks to victories in the 2012 Rose Bowl and 2013 Fiesta Bowl, earning defensive MVP awards respectively in those games.

Pellum was able to rise to the challenge during the 2013 season, with two unproven first-year starters in Derrick Malone and Rodney Hardrick. Malone led the team with 105 tackles, while Hardick recovered three fumbles.

“Don Pellum is a great teacher and one of the best communicators I have ever been around,” Helfrich emphasized. “The entire defense will benefit from his demanding preparation, with an emphasis on discipline and relentless effort.

“The cultural continuity is a bonus in elevating DP to a position of greater leadership and influence in our program.”

Pellum started as linebacker for the Ducks in 1984, earning undergraduate degrees in telecommunications and film, and also in rhetoric and communications in 1985, and went on to complete his master’s degrees in telecommunications and film.

“I have never learned or grown so much under a single coach than I did under Coach Pellum,” Michael Clay said. “He immediately commands the respect from his players unlike anyone I have ever come across and gets the max out of everyone he comes into contact with.

“No coach is prepared like DP,” the former Oregon linebacker added. “Without his knowledge and guidance, I wouldn’t have been the player I was. He put me in a position where I could thrive for the University of Oregon. They could not have hired a better person.”

Mayor Kitty Piercy: The Life of a Politician

Kitty Piercy never planned on becoming a politician. Ever. She was shy about talking in front of large groups of people. She had a busy life, full of teaching and advocating. When she was first approached about running for a political office, she took almost a year to think about it. But Piercy believes in stepping up.

“I have a deep sense we are all asked to things that are part of our civic responsibility,” Mayor Piercy, 71, said, sitting in her office overlooking the city of Eugene. “If people think you’re capable, try to step up.”

Piercy has been elected as the mayor of Eugene for the last three terms, a record only held by previous Mayor Elisha Large who held the office from 1932 to 1945. Her road in politics started years ago, when she was approached to run for the Oregon State Legislature.

In the early 1990s, Piercy was a school teacher for Patterson Elementary School. She kept busy advocating women’s rights, doing everything from lobbying to working booths to knocking on doors—the “grunt work.” Her work gained recognition from her district representative, who was looking for someone to fill his shoes after retirement.

“He asked me ‘have you ever thought about running for office?’ And I said, ‘Never,” Piercy remembered.

She spent the year considering it, but then it appeared it wouldn’t matter anyway—the incumbent ran again. However, after the primaries, he withdrew for health reasons, making space for Piercy once more. So in 1995 she jumped in and ran and won—and went on to win three consecutive terms.

During her second term in office, she became an assistant caucus leader. When the caucus leader at the time suffered an detached retina, she took on the role of leading floor debates. In her final term, she was voted caucus leader. In those days, three terms was the limit of service. So after her third term, she headed home to go on with her life. But her time in politics was not finished just yet.

Piercy was soon approached again, this time to run for mayor of Eugene. Once again, it was not part of her plans, but she entered the race and won.

Fast-forward ten years, and Piercy is in the second half of her third mayoral term. She can look back fondly at her proudest accomplishments and the memories she has built.

The atmosphere of the entire city staff is one area Piercy believes she has made a positive change. When she came in to office, she said she strove to make sure everyone treated each other with respect, staff and citizens alike. Piercy said she is determined to acknowledge others’ difference in opinions while also giving them respect. She wanted to create an environment where people feel free to take risks and try out new ideas, knowing they have support.

Piercy believes that attitude is the reason the city of Eugene has moved forward to where it is today. Quoting her State of the City speech, she said, “We will take on things no one else will take on.” If the national or federal level of government won’t do something, Piercy said Eugene will step up and take on the issue themselves.

Piercy is especially proud of the way the city took initiative during the recent recession and secured federal funds, the revamping and additions to the downtown area, and her sustainable business initiative. Building strong relationships, whether between the timber industry and those who want to preserve forest lands or between different communities in Lane County, are other meaningful accomplishments to Piercy.

Of course, there are the hardships and struggles that come along with any public servant position. As Piercy knows, making policies can create uncomfortable conflict.

“Someone’s going to like [the policy] and somebody’s not,” Piercy said. So she tries not to take any hurtful comments to heart. She believes the best policy is to “listen hard to the people in your community and do the best you can do, making the best decisions to help people the most.”

Some conflict comes from a different source. The role of women in politics has changed drastically over the years, yet Piercy has seen signs that show there is still some room for growth.

She noticed some men in office were happy for her to talk about classic “woman and children issues.” Yet it was a different story when she tried to move on to their turfs.

“People want to pat you on the head and you want to show them you have just as much brains and just as much moxie as anybody else,” Piercy said.

Yet Piercy is encouraged with the amount of woman politicians, from all ranges of the political spectrum. She believes both men and women have different approaches and strengths when it comes to politics, both of which are valuable to the process.

Piercy remembers different expectations for women when she was picking a career in the 1960s. “As a girl, if you were lucky enough to go to college, you were usually going to be a teacher, a social worker, or a nurse,” she said.

Piercy obtained a degree in elementary education, which opened the door to a life-changing experience. Right after she graduated college in 1964 she joined the Peace Corps and headed off to Africa. People didn’t travel as much in those days, Piercy remembered, especially not overseas. She had hardly ever been anywhere other than vacations to her grandparents’ house. So teaching high school English in Asmara, Ethiopia for two years was a daring step.

“It felt like jumping off the face of the earth,” she said.

Experiences there helped Piercy push her limits to discover what she was capable of doing. She worked in tuberculosis and leprosy clinics over the weekends. She served on medical safaris, conducting inoculations in the jungle. She hitchhiked with friends along the coast of West Africa, winding along Nigeria, Ghana, and the Ivory Coast.

“I learned if I could really apply myself, I could to pretty much anything I set my mind on,” Piercy said.

The experience compelled a shifted viewpoint on the world as well. Piercy said she went overseas with the mentality of “doing good.” However, she walked away with a completely new perspective about the wonderful cultures the world holds.

“I never again thought of myself as just being from just the United States.”

In 2017, Piercy will reach the end of her third term and move on to the next chapter of her life.

“As of this moment, I have no intention of running another term,” Piercy shared. “I’ve done a good amount and I need to get myself ready to not be doing it anymore.” Stepping down will mean a freer schedule, leaving more time for things like traveling with her husband. But Piercy isn’t making too strict of a plan for her future.

“I don’t know where life will lead me. There’s always plenty of work to do,” Piercy said.

Not Wasting Time, Ducks Name Erik Chinander Outside Linebackers Coach

Hot off the heels of yesterday’s announcement of Don Pellum’s promotion to defensive coordinator, the University of Oregon football program quickly made another move, with Mark Helfrich naming Erik Chinander outside linebackers coach.

Chinander is no stranger to the Ducks, having served as an intern in 2010 and a graduate assistant in 2011 and 2012 for former Ducks head coach Chip Kelly. Last season, Chinander followed Kelly to the City of Brother Love to work with him as an assistant defensive line coach for the Philadelphia Eagles.

During Chinander’s time at Oregon, he worked with Duck standouts Kenny Rowe, Brandon Bair and Dion Jordan, all of whom were on NFL rosters at the end of the 2013 season.

“Erik is a proven coach and recruiter who also offers an injection of youth and enthusiasm into our defense,” Helfrich said. “He brings with him a familiarity of what we want to do yet his experience at a number of different levels will provide us with a fresh perspective.”

Before arriving in Eugene for the 2010 season, Chinander coached tight ends and fullbacks at Northern Iowa from 2004 to 2009, and was in charge of offensive and defensive lines at Ellsworth (Iowa) Community College in 2003.

“I am extremely grateful for this opportunity and am excited to return to a program with a history and potential for further greatness as the University of Oregon,” Chinander said. “I’m anxious to contribute to the momentum that Coach Helfrich has provided in his short time as head coach and am looking forward to working with a defensive staff that is among the best in the country.”

Chinander played on the offensive line at the University of Iowa as a walk-on, and earned bachelor’s degrees at the school in health leisure and sports studies, and history in 2003.

Senate Candidate Jason Conger Requests Shutdown of Cover Oregon

Jason Conger, U.S. Senate candidate and current member of the Oregon House of Representatives (R-Bend), has sent a letter to Gov. John Kitzhaber requesting he shut down the Cover Oregon health care exchange, describing it as “failed,” in a press release issued by Jacob Daniels, political director for Conger’s campaign.

“Cover Oregon is a huge and costly failure and a national embarrassment for Oregon,” Conger wrote. “Members of Legislature, including me, had to decide between a Federal Government exchange or one Oregon controlled. We opted for local control. We put our trust in your administration to execute a functional healthcare exchange and you have failed. It is unacceptable to waste more taxpayer money on a failed system that will never work as promised.”

According to a Jan. 7, 2014 posting on the Cover Oregon website, while acknowledging the difficult rollout and delays associated with the state-run exchange program, Kitzhaber said about 170,000 Oregonians are starting the New Year with comprehensive health care coverage, adding, “This shows that in Oregon, we will not let barriers become blockades.”

Of the 170,000 Oregonians enrolled, just 12% (20,500) enrolled in an insurance plan administered by a private insurance company, with the remaining 88% enrolling in the Oregon Health Plan (OHP).

“Rep. Conger wanted to give the State the power to administer the new healthcare legislation as state officials are held accountable to Oregonians. But Cover Oregon is a failure, and so we need to scratch Cover Oregon,” said Daniels in a follow-up interview with Lane Today, acknowledging Conger voted in favor of authorizing Cover Oregon in 2011, believing there would be more accountability and local control with the program being run at the state level.

Others, however, are happy with the program despite the glitches.

“I lost my insurance in September and because of Cover Oregon, I now have health insurance again. It is a major saving grace for me, and it would be a shame if uninformed, ignorant people shut this down because of their dislike for a single person,” said Jessica Mansperger of Springfield.

Kelly Jacobson-Teige of Eugene told Lane Today, “It’s been my saving grace. I am so very thankful for it.”

Citing the potential savings of federal dollars, Conger closed his letter to the Governor by acknowledging that allowing consumers to side-step the online exchange and purchase plans already offered by insurers would require a federal waiver. He pointed out the federal government had been responsive in granting Oregon health care waivers under Kitzhaber’s leadership so far.

“I have no confidence that many of the same individuals, agencies and companies that presided over this on-going disaster are in a position to salvage the state website,” Conger wrote. “Indeed, I don’t believe they should be afforded yet another chance to fail – I have simply lost faith in this whole project.”

The State of Oregon to date has paid Oracle $90 million for their work on the Cover Oregon website. However, the website still is minimally operational, only allowing applicants to apply online if they use Internet Explorer. Even with this option, applicants cannot save their application or retrieve it after submitting it. Due to the lack of functionality of the website, the state has hired 400 people to process paper applications.

“It [stinks], $550 a month with a $3,500 deductible. No thanks, all Obama did is raise my taxes, because I’ll never pay that,” said Jeff Harmon of Eugene.

“Cover Oregon has had a difficult start and there continue to be challenges. I want to thank Oregonians for their patience as we retooled the Cover Oregon application process so people can get the coverage they need in spite of problems with the website. The high level of interest we’ve seen shows that many Oregonians need the quality, affordable health insurance we are working hard to deliver throughout the open enrollment period,” said Bruce Goldberg M.D., acting director of Cover Oregon.

“Shut down Cover Oregon and use healthcare.gov, at least they managed to make it work! This is ridiculous, how long did they have to set up the website? You’d think with all the tech geniuses out there they could have hired someone better than Oracle!” said Kristin Gudmundsen of Eugene.

Conger, in his letter, urged the Governor to close down Cover Oregon, mentioning that of the $304 million allocated to the state by the federal government for the exchange, as much as $200 million remains unspent. Conger suggested the state return the unspent funds, along with money recovered from Cover Oregon’s contractors, to the U.S. Treasury to help pay down the national debt.

Shanda Lynn Cline, 29, of Springfield, was traveling in her vehicle eastbound on Centennial Blvd. when she ran the stop sign at 28th St., continuing across the street and through the parking lot of the fire station. Her vehicle plowed through a secure fence, into a dumpster and two life safety equipment trailers before coming to rest after hitting a disabled vehicle used for training.

Police say her vehicle had been traveling at a high rate of speed along Centennial Blvd. prior to running the stop sign at 28th St.

Cline told responding officers she was the passenger and that the driver had fled. Investigating Officer Matt Thompson discovered evidence that determined Cline was the driver, and she was arrested on charges of DUII, hit and run – property damage, obstructing governmental administration and reckless driving.

During the investigation, police had used resources in looking for the alleged driver Cline reported had fled the scene. Police are unsure if there was a passenger in the vehicle, but encourage any passengers to seek medical treatment and contact Springfield Police at 541-726-3714.

Cline is lodged in the Lane County Jail.
